Given that humans appear to be Bad News, I'm guessing she's an ex-military cyborg who's implants (or just combat trauma?) caused some problems meaning she wasn't suited for her role.

Although she seemed to be especially upset at the sight of a bowler hat... maybe she escaped from covert experimentation? Given what looks like the attitude of the military on this colony, I wouldn't put much past them.
